By-elections (co-optation) for the composition of the Congress of People's Deputies are conducted online. In these elections, any citizen of the Russian Federation who has undergone identification by the electoral commission can participate as a voter. The history of Russia is full of tragic episodes in terms of relations with its neighbours. Belarus, Hungary, Latvia, Lithuania, Moldova, Poland, Romania, Slovakia, Ukraine, Finland, the Czech Republic, and Estonia have repeatedly faced Russia's imperial policies. Putin’s regime has continued this "tradition". Russian society cannot become free and fair, cannot create conditions for a safe and lasting peace without acknowledging mistakes and crimes committed in the past and present, and without repenting for them.
