We, the Congress of National Deputies of Russia,

Based on the Founding Declaration of the Congress of National Deputies,

Rejecting aggressive wars, all forms of chauvinism and imperialist discrimination,

Mourning the lives lost in armed conflicts initiated by the Russian leadership,

Establish the following:

Article 1

As of __.__.____, the war of the Russian Federation against Ukraine, under the name "Special Military Operation," ceases, and all legislative and normative acts related to its conduct lose their validity.

Article 2

The General Staff of the Russian Republic shall, within three days, carry out the withdrawal of troops located within the territory of Ukraine (within the borders of 2013) to their permanent bases.

Article 3

3.1 Carry out the demobilisation of Russian Federation citizens who were conscripted into the Armed Forces of the Russian Federation according to Presidential Decree No. 647 of 21.09.2022.

3.2 Suspend the conscription for military service into the ranks of the Armed Forces of the Russian Republic until a special decision is made by the Congress of National Deputies.

Article 4

4.1 Suspend the activities of all private military structures established in the Russian Federation until the Congress of National Deputies or the Parliament of the Russian Republic adopts a special legislative act regulating the legal status of such structures.

4.2 The leaders of private military structures established within the territory of the Russian Federation shall, within three days from the date of the enactment of this Act, ensure the collection and storage of weapons, military equipment, and ammunition held by employees of the subordinate structures and transfer them to the Ministry of Defense of the Russian Republic.

Article 5

5.1 Limit the authorised strength of the Armed Forces of the Russian Republic to no more than 0.25% of the population of the Russian Republic according to the latest population census of the Russian Federation.

5.2 Instruct the Ministry of Defense of the Russian Republic to adjust the authorised strength of the Armed Forces of the Russian Republic within six months from the date of the enactment of this Act to comply with the quantity specified in paragraph 5.1.

Article 6

6.1 Propose to the leadership of Ukraine the establishment of an intergovernmental commission for the de-occupation of Ukrainian territories and compensation for the damages caused by the war.

6.2 Within the scope of the work of the intergovernmental commission, suggest that representatives of Ukraine jointly address the following issues:

6.2.1 The procedure for transferring temporarily occupied territories under the control of Ukraine, resolving property, legal, and other issues in said territories;

6.2.2 The procedure for the evacuation of Russian Republic citizens resettled in the occupied territories of Ukraine;

6.2.3 The amount and method of compensating Ukrainian citizens for the loss of family members, harm to health, destruction or damage to personal property during hostilities;

6.2.4 The amount and method of compensating temporarily displaced Ukrainian citizens as a result of hostilities;

6.2.5 The amount and method of compensating for the restoration of war-damaged infrastructure in Ukraine.

6.3 Within the scope of the work of the intergovernmental commission, agree on the procedure for the use of the arrested gold and currency reserves of the Central Bank of the Russian Federation, as well as the use of energy resources produced by the Russian Republic, to address the issues specified in paragraph 6.2.

6.4 Revoke decisions on granting Russian citizenship to Ukrainian citizens that took place between March 20, 2014, and the date of the entry into force of this law, [except in cases of family reunification].

Article 7

7.1 Instruct the Department of Internal Affairs of the Russian Republic, during the investigation period, to detain individuals who held positions of ministers, deputy ministers, heads (chiefs), deputy heads (chiefs) of departments of the Ministry of Defense of the Russian Federation, as well as directors, heads (chiefs), deputy directors, deputy heads (chiefs) of the Federal Security Service of the Russian Federation during counter-terrorism operations on the territory of the Chechen Republic, military operations in the Republic of Georgia, the Syrian Arab Republic, and Ukraine, as specified in ANNEX 1 to this Act.

7.2 Instruct the Department of Justice of the Russian Republic and the Federal Bureau of Investigations of the Russian Republic, in collaboration with competent law enforcement agencies of the Ukraine Defense Contact Group countries, to create an international investigative group to investigate war crimes and crimes against humanity committed on the territory of the Chechen Republic, the Republic of Georgia, the Syrian Arab Republic, and Ukraine during counter-terrorism operations, military operations, and armed conflicts involving the Armed Forces of the Russian Federation.

7.3 Join the work of the International Tribunal for War Crimes in Ukraine. The Department of Justice of the Russian Republic shall assign representatives to work within the Tribunal.

7.4 Authorise the Department of Justice of the Russian Republic and the Department of Internal Affairs to transfer individuals suspected of committing war crimes and crimes against humanity, as determined by the international investigative group with the participation of representatives of the Russian Republic, to the jurisdiction of the International Tribunal for War Crimes in Ukraine.

7.5 Instruct the Department of Justice of the Russian Republic to immediately release political prisoners in accordance with the Rehabilitation Act, as specified in the list - ANNEX 2 to this Act.

Article 8

Propose to the governments of the Republic of Georgia, the Syrian Arab Republic, and the Republic of Moldova to establish intergovernmental commissions to determine the procedure and timeline for the withdrawal of Russian troops from the territories of these states.

Article 9

9.1 Revoke the decision of the Russian Federation to withdraw from the Council of Europe and deem all normative legal acts related to this decision null and void.

9.2 Address the Council of Europe with a proposal to reinstate the membership of the Russian Republic as the legal successor of the Russian Federation in all structures of the Council of Europe, including the Parliamentary Assembly of the Council of Europe, the European Court of Human Rights, partial and extended partial agreements of the Council of Europe, and international treaties of the Council of Europe.

Article 10

Instruct the Ministry of Foreign Affairs of the Russian Republic and the Ministry of Defense of the Russian Republic to initiate negotiations with the North Atlantic Treaty Organization (NATO) on cooperation and integration.

Article 11

Instruct the Ministry of Foreign Affairs of the Russian Republic to initiate negotiations with the European Council on cooperation and integration between the Russian Republic and the European Union.

Article 12

Instruct the Ministry of Foreign Affairs of the Russian Republic to initiate negotiations on the reform of the United Nations (UN), the Collective Security Treaty Organization (CSTO), as well as the Union State of Russia and Belarus.
