Regulation on the Ethics Commission of the Congress of People’s Deputies

  This Regulation establishes the organization and procedures of the Ethics Commission (the Commission) of the Congress of People's Deputies (CPD) and the process for making and implementing decisions by the Commission.  

1. The main tasks of the Commission are as follows: 

a) Ensuring that delegates, guests, and experts of the CPD adhere to the ethics and regulations of the CPD.

b) Preventing and resolving conflicts that may disrupt the constructive work of the Congress and its working bodies.

c) Ensuring that all participants of the CPD comply with the mandatory rules of conduct based on:

    • Moral and ethical norms, respect for colleagues.
    • The high societal importance of the CPD's activities.
    • Honest, reasonable, and conscientious fulfillment of their responsibilities.
    • A respectful, trusting, and cooperative attitude towards colleagues.
    • Refraining from using rude and inappropriate language in public debate.
    • Prohibiting CPD participants from making statements, declarations, or appeals on behalf of the CPD or its working bodies without proper authorization.

In the event of a violation of the above-mentioned norms during CPD sessions or in the course of working groups or other CPD events, the Chairperson and/or members of the Ethics Commission shall warn against such violations. In the case of a repeated violation, they shall bring the matter to the attention of the CPD conference or the leaders of the working groups, recommending the withdrawal of the offender's right to speak for the entire session.

If the above-mentioned norms are violated during communication in CPD's chat rooms, the Chairperson and/or members of the Ethics Commission shall also warn against such behavior. They may suggest that chat participants remove any texts containing offensive language or insults towards other participants themselves. In the case of disagreement, they may approach the chat administrator with a proposal to temporarily block such participants

2. Commission Formation Procedure:

    • The Commission is formed by the decision of the Supervisory Board;
    • The Commission consists of the Chairperson, Commission members, and the Commission Secretary;
    • The composition of the Commission is formed in a way that excludes the possibility of conflicts of interest that could affect the Commission's decisions.

3. Organization of the Commission's Work.

Chairperson of the Commission:

  • Organizes the work of the Commission;
  • Calls for and conducts online and offline Commission meetings;
  • Assigns tasks to Commission members.

The basis for holding a meeting and/or consultation of Commission members is information about a participant of the Supervisory Board violating regulations and/or decisions of the Supervisory Board, ethical norms, disputes, and conflicts between the participants of the Supervisory Board.

The Commission does not consider anonymous statements and/or appeals.

The Commission presents a written report to the participants of the Congress on the results of addressing conflict-related issues.

The Commission may recommend to the Congress to temporarily deprive certain participants of their voting rights or apply other measures of influence, up to revoking the status of a participant as a People's Deputy.

All members of the Commission have equal rights when making decisions.

Decisions of the Commission are made based on consensus.

The Commission's decisions, registration of appeals, document storage, and preparation of meeting minutes are handled by the Commission Secretary.

Meetings and/or consultations of the Commission members are held as necessary.

Adopted during the Third Session of the Congress of People's Deputies.
