Resolution of the Congress of People’s Deputies on cooperation with the democratic forces of the Russian opposition

Having considered the information of the Executive Council on the participation of representatives of the Congress of People's Deputies in meetings of democratic forces in Berlin on April 29-30, 2023, and in the European Parliament on June 5-6, 2023, 

the Congress  DECIDES:

1. To approve the signing of the common Declaration of the Russian Democratic Forces by representatives of the Executive Council of the Congress;

2. To propose to the signatories of the Declaration the following principles of interaction between Russian opposition forces: - To achieve the goals they share, Russian opposition forces (groups, organizations, parties, movements, projects) coordinate their joint efforts; - The immediate goals of Russian opposition forces involved in coordinating joint efforts are the establishment of lasting peace in Europe, the replacement of the current political power in Russia with a democratic parliamentary federal republic, and the restoration of Russia's internationally recognized borders; - The strategic goal of the Russian opposition forces involved in the coordination of joint efforts is the destruction of Putinism as an ideology and political practice; - Russian opposition forces participating in the coordination of joint efforts use different political tactics and methods and respect each other's approaches; - Coordination of joint efforts of Russian opposition forces is based on legal and democratic principles: equality of participants, collective decision-making, openness of declared goals. Agreements between Russian opposition forces shall be recorded in writing and published. Separate and secret agreements are inadmissible; - Until the immediate and strategic goals are achieved, Russian opposition forces participating in the coordination of joint efforts shall refrain from acting against each other; - Russian opposition forces invite national liberation and regional movements operating on the territory of the Russian Federation to coordinate joint efforts; - Russian opposition forces are ready to cooperate with anti-imperialist and anti-authoritarian forces of the states against which the current Russian authorities pursue imperial policies and in which they support authoritarianism and impose lawlessness; - Disagreements between Russian opposition forces involved in coordinating joint efforts are discussed in a correct and respectful manner in order to reach acceptable compromises.

3. To emphasize the inadmissibility of attempts by certain political groups to discriminate in one way or another on the principle of methods and tactics of struggle against those members of the Russian opposition who observe the rules adopted at the First Congress of People's Deputies, namely: - Resistance participants are guided by the Hague Convention on the Laws and Customs of War on Land of October 18, 1907, and the Geneva Convention of August 12, 1949, on the Protection of Civilian Persons in Time of War; - Resistance fighters do not attack civilians or purposefully endanger their well-being by their actions.

4. To propose to the broad circles of the Russian opposition to hold a public discussion on the permissible methods and tactics of fighting Putin's regime;

5. The Congress proposes to form a permanent contact group to coordinate the joint efforts of Russian opposition forces. If such a group is established, the Executive Council authorizes A.A. Osovtsov to represent the interests of the Congress in this group;

6. The Congress proposes to hold coordination meetings like the past meetings on a regular basis. The Congress invites representatives of Russian opposition forces to hold a meeting on the margins of the next session of the Congress of People's Deputies.

The Congress instructs the Executive Council of the Congress to continue work on cooperation with the Russian democratic movement. To report on the results at the next Congress.
