Appeal of the Executive Council of the Congress of People’s Deputies to the Government of Canada on imposing sanctions against a number of legal entities of the Russian Federation

The Executive Council of the Congress of People's Deputies is constantly working to identify individuals and legal entities that contribute to the strengthening and militarization of Russian Federation and are directly or indirectly involved in the Kremlin regime's aggressive war of aggression against Ukraine. This is done under the authority of Article 6 of the Peace Act adopted by the Congress of People's Deputies on February 20 2023

Appeal of the Executive Council of the CPD on strengthening sanctions pressure on the accomplices of aggressive warfare

For the past two years, Russian businesses have been key contributors to the Kremlin's military efforts draining Russia's life blood away from other key sectors. This has cemented the importance of the West's continued sanctions as a critical policy against Russia. However, the implementation of these sanctions has not been entirely successful. The lack of a strategy for a ‘roll back’, or even provisions for such a possibility, has cornered Russian financiers and, by extension, the regime into a deadlock. This situation leaves us with limited options.

Regime change in Russia is no longer an option

The current situation in the world, resulting from Russia's expansionist actions, significantly differs from the situation in the late 1930s and the late 1980s. By now, a dictatorial regime has been established in Russia. It is necessary to realize that the international community has never dealt with an aggressor of such magnitude, armed with nuclear weapons, and possessing one of the largest nuclear arsenals in the world. It seems that the leaders of the free world have forgotten the mistakes of the past and are close to repeating them.

Ilya Azar, a well-known Russian journalist who has worked on projects such as Lenta.ru and Meduza, published a lengthy interview on his blog on the Wilson Center website with one of the leaders of the Russian anti-Putin opposition, member of the Executive Council of the Congress of People's Deputies, Ilya Ponomarev. In the article titled "Adventurer, Entrepreneur, Trickster," the author, with his characteristic "teasing" and apparently his own point of view on both the personality of the interviewee and the goals and methods of his struggle, still reveals many aspects of the activities of both Ilya Ponomarev himself and the entire Congress of People's Deputies project.

The Christian Science Monitor: Ilya Ponomarev’s life changed forever in March 2014, when he became the sole member of the Duma – Russia’s lower house of parliament – to vote “no” on the annexation of Crimea.
Mr. Ponomarev was also a key founder of something called the Congress of People’s Deputies – a kind of Russian parliament-in-exile composed of opposition leaders and other former Duma members. The 93-member body held its first meeting last November outside Warsaw.
