Appeal of the Executive Council of the Congress of People’s Deputies to the Government of Canada on imposing sanctions against a number of legal entities of the Russian Federation

The Executive Council of the Congress of People's Deputies is constantly working to identify individuals and legal entities that contribute to the strengthening and militarization of Russian Federation and are directly or indirectly involved in the Kremlin regime's aggressive war of aggression against Ukraine. This is done under the authority of Article 6 of the Peace Act adopted by the Congress of People's Deputies on February 20 2023

A number of institutions, enterprises, and political parties were identified that directly or indirectly support the authorities of the Russian Federation in unleashing and waging an aggressive and illegal war against Ukraine, which entails causing significant damage to the civilian infrastructure of Ukraine and numerous deaths of civilians.

Ukrainian authorities are pursuing a consistent sanctions policy against Russian legal entities and individuals who directly or indirectly contribute to the war against Ukraine. Decisions taken by the National Security and Defence Council of Ukraine on the application of personal special economic and other restrictive measures (sanctions) are affirmed by the relevant decrees of the President of Ukraine.

In order to end the war of aggression by Russian Federation against Ukraine, it is necessary to consolidate, strengthen and target the sanctions on a number of Russian legal entities and individuals who contribute to waging this aggressive war. Specifically, through sanctioning the relevant Russian legal entities and individuals who are already included in Ukrainian government sanction lists.

The Executive Council of the Congress of People's Deputies calls on the Government of Canada to immediately include the following Russian entities in the sanctions lists:

The sanctions are imposed on the mining sectors of Russian Federation’s economy, in accordance with Decree 14024 against additional entities associated with the Russian defense and technology industry, including those responsible for replenishing Russian stocks of sanctioned goods or creating conditions for evading Russian sanctions. The sanctions are aimed at reducing the ability of Russian Federation to obtain resources for its war against Ukraine.

The company commits actions that create real and/or potential threats to the national interests, national security, sovereignty and territorial integrity of Ukraine, promote terrorist activities and/or violate human and civil rights and freedoms, lead to the occupation of territory, expropriation or restriction of property rights, property losses, the creation of obstacles to sustainable economic development and deprives Ukrainian citizens of their rights and freedoms.

The U.S. Department of Commerce, through the Bureau of Industry and Security (BIS), has imposed a wide range of tough export controls that significantly restrict Russia's access to technology and other items needed to support its aggressive military capabilities. These entities are added to the list of entities in line with the BIS's response to Russia's invasion of Ukraine, including restrictions on Russia's access to items subject to the EAR, allowing it to project power and realize its strategic ambitions. These entities are added to the sanction lists for acquiring and attempting to acquire items of U.S. origin in support of the Russian military and are considered military end-users under §744.21 of the EAR.

The sanctions were adopted in response to the full-scale invasion of Ukraine by Russian troops on February 24 2022. On June 28 2022, the Office of Foreign Assets Control of the US Department of the Treasury (OFAC) identified institutions, many of which are critical to the military-industrial base of the Russian Federation. The actions taken pursuant to Executive Orders 14024 and 14065 strike at the heart of Russia's ability to develop and deploy weapons and technology used in Putin's brutal war of aggression against Ukraine. Targeting Russia's arms industry would worsen Putin's capabilities and further hamper his war against Ukraine.

  1. 929th State Flight Test Center of the Ministry of Defense of the Russian Federation named after V.P. Chkalov

The V.P. Chkalov State Test Flight Center #929 is the largest test center of the Russian Aerospace Forces. A host of new Russian aircraft, weapons, and equipment are being tested and evaluated there, including 4th and 5th generation combat aircraft, as well as air weapons designed for combat jets, attack helicopters, and strategic bombers. Russia is using hypersonic

missiles tested there to strike Ukraine. In April, a hypersonic missile launched at Ukraine missed and hit Russian-controlled territory several hundred kilometers from its target. The Test Flight Center #929 also includes representation at Khmeimim airbase in Syria, which is used by the Russian military to test and deploy many aircraft, helicopters and weapons systems in Syria. The Test Flight Center #929 wa designated under Executive Order 14024 for being a political unit, agency, or instrument of the Russian government.

The "Liberal Democratic Party of Russia", known for its late leader Vladimir Zhirinovsky, who, speaking at a meeting of the State Duma of Russia in December 2021, endorsed and supported the upcoming armed agression of Russia against Ukraine and even named the exact date and time: February 22, 2022 at 4 a.m., who positively assessed Russia's recognition of the so-called self-proclaimed "Donetsk and Luhansk People's Republics." The new leader of the party, Leonid Slutsky, said that the recognition of the independence of the so-called "DPR" and "LPR" was the only possible step on the part of Russia in the face of the deterioratin situation, and proposed an amendment according to which the laws on the ratification of agreements with the so-called "DPR" and "LPR" would enter into force on February 22, 2022. This expressed support for Putin's policy aimed at violent overthrow of the constitutional order, seizure of state power, encroachment on the territorial integrity and inviolability of Ukraine, undermining democratic processes and institutions in Ukraine, threatening its security, sovereignty and independence.

19.Ministry of Civil Defense, Emergency Situations and Elimination of Consequences of Natural Disasters of the Donetsk People's Republic.

The so-called "Ministry of Emergency Situations of the Donetsk People's Republic" is an organization created in 2014 by the occupation forces in the Donetsk region. Since then, it has operated as an unrecognized state organization of the self-proclaimed "Donetsk People's Republic." Employees of the ministry were directly involved in the forced "filtration" of Ukrainian civilians at several facilities in the Donetsk region of Ukraine. The Russian system of "filtration" of persons within the Donetsk region is organized by the so-called "Ministry of Emergency Situations of the Donetsk People's Republic" and is aimed at suppressing Ukrainian resistance and ensuring loyalty among the population that remains, through registration, interrogations, and in some cases indefinite detention of people allegedly loyal to the Ukrainian government.

Subsequently, the imported critical components are supplied to the enterprises of the military-industrial complex of the Russian Federation, in particular, the Kometa Special Purpose Space Systems Corporation (sanctioned by Canada), the Polyus Stelmakh Research Institute (sanctioned by all coalition countries, except Australia and the United Kingdom), the Ryazan State Instrument Plant (sanctioned by the United States and New Zealand), and the Omsk Production Association Irtysh (sanctioned by the EU, the United States, Switzerland, and Japan), the Federal Scientific Center of the Research Institute for System Research of the Russian Academy of Sciences (sanctioned by the United States, Switzerland, and Japan).
