We, the delegates of the Congress of People's Deputies, legitimate representatives of the people and regions of Russia, who have undergone a genuine electoral process that is recognized by the international community, condemn the electoral procedure referred to as "elections" that is to be conducted by the Putin regime on September 8-10, 2023, in the Russian Federation and in the territories of Ukraine presently occupied or partly occupied by the Russian Federation.
We consider these are “elections” without a choice, in which the winners and the percentages of votes are predetermined in the offices of the Kremlin. Opposition candidates have been excluded from participating in elections in the Russian Federation for a long time, and independent media and election monitoring systems have been eliminated.
We therefore call on the international community not to recognize the "Elections-'23" in the Russian Federation and to condemn the "electoral procedures" enforced at gunpoint on the Ukrainian territories presently occupied or partly occupied by the Russian Federation (including Crimea and parts of Zaporizhia, Kherson, Luhansk and Donetsk regions). We also urge citizens of both the Russian Federation and Ukraine to boycott these sham “elections” and to refrain from assisting in any way with the fraudulent “electoral processes”.
We note that many of those who agree to be puppets in the hands of Moscow's usurping authority under Putin ultimately end up in the graveyard early – like his favorite chef and leader of mercenaries, Yevgeny Prigozhin. The same fate may well await the heads of electoral commissions in the presently occupied regions of Ukraine and the "winning" candidates in these "elections." Witnesses of Putin's falsifications may well be eliminated by the Putin regime's special services upon the withdrawal of his army from Ukraine, and if not, those that remain will be brought to justice by the Ukrainian Government.
We strongly urge people not to become pawns in the games of Putin's political fraudsters! Do not participate in the "elections"! Sabotage and disrupt all upcoming electoral events whenever possible!
