The Fifth Plenary Session of the People's Deputies of Russia will be held in Warsaw on 20-23 March 2024 - immediately after the so-called "presidential elections" in Russia.
The agenda of the Congress includes, among other things, the following issues
On the strategy of the Russian opposition in the new conditions. Political discussion and adoption of a statement;
On the so-called "presidential elections" held in the Russian Federation;
The concept of reform of the law enforcement system, including judicial reform
The Pension Reform Act, the Culture Act, and a number of other bills.
The Congress of People's Deputies was established in November 2022 as a proto-parliament of the future Russia on the initiative of a number of former and current Russian deputies of different levels. The Congress was attended by about 100 deputies of different levels, living both in Russia and abroad.
The previous sessions of the Congress adopted a number of acts crucial for the future Russia:
The Transition Act;
Act on Resistance;
Appeals to the governments and parliaments of the countries of the world;
Appeal to the Russians;
Appeal to the people of Ukraine;
Act on Lustration;
Act on Freedom of Speech;
Declaration of Rights and Freedoms of a Citizen of the Russian Republic;
Declaration on the Position of the Congress of People's Deputies on Relations with Russia's European Neighbours";
Constitution of the Transitional Period;
Law on Municipal Power;
Act on Economic Freedom
The Fundamental Declaration adopted by the delegates proclaimed the Congress of People's Deputies a permanent body of people's representation. Its task is to prepare, on the basis of the values of democracy, the rule of law and respect for human rights, the foundations of the legislative power of the future Russia, the transitional strategy necessary for the rule of law, the formation of temporary institutions of the executive and judicial powers of the transitional period after the collapse of the Putin regime.
To coordinate organisational and political activities in Europe, the Congress created permanent platforms in Warsaw and Kiev, it is planned to create a similar platform in the United States.
