Dear Colleagues!
We, a group of delegates to the Congress of People's Deputies, offer friendship and cooperation to the Zemsky Congress (All-Russian Congress of Municipal Deputies).
Now our Motherland is going through difficult and tragic hours. That is why thinking about the future is the task of the vanguard of society, which, of course, are legally elected deputies. Not those who sit in the Duma today - but those who won and received their mandate in real competitive elections. Regardless of which party they were nominated for and what political views they profess, the main thing is that we have common values of peace, freedom, equality, and self-government.
The Congress of People's Deputies was created by deputies of various levels in order to develop federal laws that could be launched immediately after the changes in our country. We do not engage in political struggle, as separate political organizations, we do not organize rallies or more radical actions. Different people participate in the work of the Congress, adherents of different methods of struggle, living in different countries, incl. and remaining in Russia, no matter what. We respect everyone's choice. And we argue together within the framework of tough democratic parliamentary procedures, we write documents that will form the basis of the new Russian statehood.
You are actively involved in issues of municipal reform. We are also going to consider this issue at the next Congress, and if your representatives take part in this discussion, our common cause will only benefit from this. As well as in the discussion of all other laws that are in our work, including the chapters of the transitional Constitution.
We understand that many of those present here refrain from interaction because they do not agree with the methods of struggle that some participants in the Congress profess. We want to assure you that we also sometimes doubt the effectiveness of the approaches chosen by individual participants of both our Congress and yours. But this is a subject of normal discussion between these participants themselves, and should not be an obstacle to the interaction of organizations as a whole. Our job is to implement parliamentary work, to interact with different people, incl. opposing views in order to prepare the necessary documents for the country as a result of a civilized discussion.
Disunity between us helps only our enemies. When we are united, we are invincible!
