By-elections (co-optation) for the composition of the Congress of People's Deputies are conducted online.
In these elections, any citizen of the Russian Federation who has undergone identification by the electoral commission can participate as a voter. Participation in the elections implies the voter's agreement with the Founding Declaration of the Congress and the Act of Resistance Movement.
Elections can only be held after more than [1 million] voters have registered to participate, and at least 50% of the registered voters must predominantly reside in the territory of the Russian Federation (identification by mobile phone number). The voter list is not made public.
Any citizen of the Russian Federation who has undergone identification by the electoral commission and agrees with the Founding Declaration of the Congress of People's Deputies can participate as a candidate in the elections. The electoral commission may refuse to register a candidate if there are reasonable suspicions of actions and statements contradicting the aforementioned declaration.
Candidates provide the electoral commission with their photograph, biography, and political program, which the commission publishes on the official election website.
Each voter has an unlimited number of votes.
As a result of the elections, individuals who receive over [100,000] votes from the voters are considered elected to the Congress of People's Deputies as equal delegates. Current delegates of the Congress have the right to nominate themselves for elections to confirm their mandates.
The electoral commission is established by a reputable international organization independent of the participants of the Congress. It organizes the voting process and verifies the votes using a secure platform.
The list of elected delegates is published by the electoral commission in alphabetical order. The number of votes received by the candidates is not disclosed.
The voting process and platform operation undergo an audit by a well-known international auditor.
