We, the Congress of People's Deputies, considers that political power in Russia has been appropriated and seized by Putin's regime, which is a violation of the foundations of the Russian constitutional order (Part 4, Article 3 of the Russian Constitution) and is recognized as a crime (Article 278 of the Russian Criminal Code).

The retention of power in Russia is carried out through repression and tyranny. The multinational people of Russia, which under the Constitution is the only source of power, is deprived of the opportunity to legally change this power. Human rights are not protected, which stipulates the right of citizens "to have recourse, as a last resort, to rebellion against tyranny and oppression" (Universal Declaration of Human Rights (preamble to resolution 217 A (III) of the General Assembly of the United Nations, 10 December 1948).

The war of aggression unleashed by Putin's regime against Ukraine is criminal. A number of countries have already recognized Russia as a state of terrorism or an accomplice to terrorism.

The Movement of Resistance of the Peoples of Russia is a combination of all political forces and initiatives against tyranny for the restoration and protection of their rights. We urge the building of the movement in accordance with the principles of the rule of law, democracy and federalism, as formulated in the founding declaration of the Congress of People's Deputies.

The aim of the Resistance Movement is the transition to a Russian society based on the principles of the rule of law, democracy and federalism and an end to the war of aggression against Ukraine.

The Congress of People's Deputies recognizes the right of uprising, resistance to oppression and struggle against usurpers of power as a natural right possessed by the peoples of Russia.

The Congress of People's Deputies recognizes the right of the citizens of Russia to any form of resistance against Russian aggression on the territory of Ukraine within the limits stipulated by the norms of international law. Russian citizens fighting in the ranks of the Armed Forces of Ukraine have all the rights of combatants, including when captured.

The Congress of People's Deputies expresses its support for all Russians who continue to fight against Putin's tyranny, despite the continuously intensifying police pressure and direct violation of the norms of the current Russian Constitution.

The Congress of People's Deputies recognizes all forms of resistance, including peaceful protests, distribution of truthful information, human rights activities, educational work, resistance to arbitrary rule by force, as being in compliance with generally recognized principles of international law. Subject to the following conditions:

  • Resistance participants are guided by the Hague Convention on the Laws and Customs of War on Land of 18 October 1907 and the Geneva Convention of 12 August 1949 on the Protection of Civilian Persons in Time of War;
  • the members of the Resistance do not attack the civilian population and do not deliberately endanger their well-being by their actions.

The participants of the Resistance Movement, including political prisoners already imprisoned, are subject to international norms of legal protection. All criminal prosecution limitation periods for crimes committed against resistance participants shall be revoked.

The Congress of People's Deputies reminds all state and municipal employees, law enforcement officers and military servicemen of the Russian Federation that under Part 2 of Article 42 of the Criminal Code of the Russian Federation "a person who has intentionally committed a crime in execution of a knowingly illegal order or instruction shall bear criminal responsibility on general grounds. Failure to carry out a knowingly illegal order or instruction excludes criminal liability.

This Act shall remain in force until the formation of the transitional authorities.
