From 1992 to 2005 in the public service. Including - the first deputy director of the Working Center for Economic Reforms under the Government of Russia (1992-1993), the head of the analysis and planning group under the chairman of the Russian government (1993-1994), adviser to the President of Russia Vladimir Putin on economics and a confidant of the President of the Russian Federation in the "Big eight" (2000-2005).
As an adviser to the president, he spoke in the media criticizing a number of decisions by Vladimir Putin.
In protest against Putin's order to storm a school in Beslan, which led to the death of 333 people in September 2004, as well as the theft by the leadership of the Rosneft company of state assets worth 12 billion dollars, supported by the leadership of Russia, resigned from the post of adviser to the president in 2005.
After his resignation, Illarionov participates in the activities of the Russian opposition, expresses his opinion on socio-political, economic and military issues in various media and on his personal blog.
From 2006 to 2021, he was a senior fellow at the Cato Institute Washington, USA.
Currently, he works as a researcher at the Center for Security Policy of the United States, and is an expert at the Ukrainian Institute of the Future analytical center.
