Congress of People’s Deputies to propose strategy to defeat Putinism before NATO summit

KIEV, JUNE 3, 2024. The sixth plenary session of the Congress of People's Deputies of Russia will be held in Warsaw on June 22-25, 2024.

The agenda of the regular session includes, among other things, the following issues:

Discussion of the results of the Lviv Forum of the Russian opposition in support of Ukraine, the vision of the Congress on the principles of creation and status of the executive structures of the Russian resistance. 

Proposals for a plan to defeat Putinism (based on the results of the “Peace Summit” in Switzerland and in anticipation of the NATO Summit in Washington)

New legislation on elections

The concept of resetting the Russian Republic “New Revival”

Election of the new Executive Council of the Congress

The Congress was convened on the initiative of former Russian deputies with an anti-Putin stance and is the political wing of the Russian movement of resistance to the Putin regime. The Congress is currently attended by 106 deputies from 32 regions of Russia, representing all political parties that have ever been elected to the State Duma. 

As part of the Congress, together with representatives of the opposition from Central Asia and the Caucasus, there will be a discussion on methods of fighting totalitarian regimes in the post-Soviet space and on cooperation between anti-authoritarian forces.

Ilya Ponomarev, chairman of the Congress of People's Deputies, said: 

"Without the creation of a political alternative to Putinism, there will be no victory over this evil. The alternative is legitimacy in the present and a clear vision of the future. The two-year work of the Congress has shown that it has turned into a capable force that has a plan, a will, and retains its status as the only Russian opposition structure that was formed in full-fledged elections and maintains close ties with resistance fighters."

The Congress of People's Deputies was established in November 2022 as a proto-parliament of the future Russia on the initiative of a number of former and current Russian deputies of different levels. At the first session of the Congress on November 4-7, 2022, the Fundamental Declaration and the Act on the Resistance Movement were adopted, establishing the legal principles of the fight against Putinism.  The Executive Council, Secretariat and working groups of the Congress were also formed, which continued the preparation of draft laws, organization of work and interaction with all international and Russian participants of the anti-Putin coalition. Today, more than 100 deputies of different levels, living both in Russia and abroad, take part in the work of the Congress.

The Congress of People's Deputies will serve as Russia's parliament from the removal of the Putin regime from power until the end of the transition period, during which time Russia's political system will be restarted and legitimate authorities will be elected. After that, the Congress will be dissolved and its decisions will have to be confirmed by the new parliament. 

The Congress adopted a draft Constitution of the transition period, the Declaration of Rights and Freedoms of the Citizen of the Russian Republic, the Act on Lustration, the Act on Freedom of Speech proclaiming the principles of media independence in post-Putin Russia and dismantling the system of state-oligarchic propaganda, the draft pension reform, the Act on Economic Freedom, the principles of self-government, and is working on the foundations of reform of the judicial and law enforcement systems.
