We, the deputies of the Congress of People's Deputies, after a very turbulent two months of 2025, look to the future with anxiety and hope, and declare the following:
- The system of international relations and global security is undergoing significant changes. On the one hand, the replacement of hidden hypocrisy with open selfishness can be even welcomed; on the other hand, it is impossible not to feel regret and anger at the shift from the rule of law to the rule of force. We support a world order based on universal rules developed collectively by humanity and applicable to all, and we reject the principle of the "exceptionalism" of certain nations and states.
- We do not consider ourselves entitled to evaluate the leaders of democratic states and respect the right of every nation to choose its own system of government and representatives. At the same time, we call on all allied countries in the Ramstein coalition, as well as other nations that respect the principles of international law, to recognize their responsibility and reaffirm their commitment to a world free from imperialism, spheres of influence, and all forms of aggression and coercion of the weak by the strong. This necessitates uniting efforts proportionally to each country's economic and military potential to prevent disruptions of this approach and to punish predators. Currently, the most blatant violator is Putin’s Russian Federation, which is gathering around itself a coalition of more cautious but equally dangerous violators for their neighbors and the entire world. We firmly oppose a new world war—both hot and cold. Despite our national origin, we believe that the Kremlin’s policies are so destructive to the entire world, including our fellow citizens of Russia, that they require an uncompromising struggle by all nations until the complete demolition of the imperialist, neo-colonialist Moscow regime.
- We share the new U.S. Administration’s aspiration to end the deadlock and bloodshed on the battlefields of the Russia-Ukraine war, support efforts to initiate a negotiation process, and urge everyone to remain calm about statements from its participants, even when they are unpleasant or seem inappropriate. At the same time, we urge people not to harbor illusions: no agreement with the Putin regime will be long-lasting, no ceasefire will be stable, and the war will not end until this regime is wiped off the face of the Earth. Reliable security guarantees simply do not exist. Appeasing rhetoric is often perceived by aggressors as encouragement for new adventures and crimes. Therefore, negotiations must proceed in parallel with the maximum strengthening of Ukraine’s and the entire eastern flank of the EU defense capabilities — on a scale no smaller, but greater than what was done under the previous U.S. Administration.
- We are pleased that European countries have finally recognized the necessity of formulating and implementing their own foreign and defense policies, and we welcome the firm and balanced position taken by Poland, which currently presides over the EU. As members of the proto-parliament of the future Russian Republic, who have enshrined in our draft democratic Constitution the aspiration to become full-fledged members of a united European Union and contribute to European security, we support this decision and are ready to participate in its implementation by all available means — by weakening the aggressive Kremlin regime as much as possible and fully assisting Russian citizens in siding with the forces of good.
- After a possible ceasefire in Ukraine, we see it as especially important to prevent a new war that could be directed against the Baltic states, Poland, or Moldova. Strengthening the defense capabilities of these countries—including the use of military experience and technologies gained in Ukraine—should be a priority for everyone, including Russian freedom fighters, volunteers and professionals. We urge all our compatriots who share the principles of the Berlin Declaration of Russian Democratic Forces to keep up their efforts in supporting Ukraine today, and, in the event of a cessation of active hostilities there, to actively engage in defending Eastern European countries from future aggression.
We, the deputies of the Congress of People's Deputies, are ready to make every possible effort in the countries where we reside to implement the principles outlined in this Statement.
