The Congress of People's Deputies is a parliament in exile, established in the fall of 2022 at the initiative of a group of Russian deputies of various levels (from federal to municipal) as an alternative legislative body as opposed to the illegitimate State Duma of the Russian Federation, formed on unrecognized "elections".

Three congresses have already taken place in Poland - in November 2022, in February and June 2023.

In total, a little less than 100 deputies take part in the work of the Congress.

ANSWERS TO POPULAR QUESTIONS

Who elected the deputies participating in the Congress?
- The Congress of People's Deputies is a meeting of deputies of various levels (federal, regional, municipal), who were elected and won democratic elections in Russia, at a time when elections in the Russian Federation were still recognized by the international community. Our legitimacy, as people's representatives, is not absolute, but in any case, it is much higher than the legitimacy of the so-called State Duma of the Russian Federation, since the elections to it are completely rigged and are not recognized by anyone in the democratic world. Any Russian deputy or senator who takes anti-Putin and anti-war positions can become a delegate to the Congress and take part in its work. Our common platform is set out in the Fundamental Declaration of the Congress. In addition, persons elected to the Opposition Coordinating Council (OCC) in 2012 were admitted to work as delegates to the Congress.
How many deputies participate in the Congress?
– The first session of the Congress, which was held near Warsaw in the city of Yablonnaya on November 4-7, 2022, was attended by 59 delegates. The second session of the Congress in Warsaw on February 20-23, 2023 was already attended by 76 delegates. The third session was also held in Warsaw on 8-11 June 2023 and was attended by 78 delegates. Taking into account rotations, almost 100 delegates take part in the work of the Congress.
What is the legal status of the Congress?
- The Russian Federation considers us an “undesirable organization”, moreover, a Polish non-profit organization, but this is not the case on both counts. We are not an organization in general, and not a Polish NGO, even more so. The Congress does not have any legal registration, it is precisely that the congress is a meeting to which Russian deputies come as bearers of the legitimacy received by each of them in the elections. We are the “shadow parliament” of Russia, which will become the transitional parliament after the fall of the Putin regime. After the end of the transition period (2 years), during which the political system will be restarted, national parliamentary elections will be held and the Congress will transfer power to an elected representative body.
Who finances the Congress?
- Initially, the project was financed by members of the organizing committee for convening the first session of the Congress in the fall of 2022, including Ilya Ponomarev, who contributed a significant part of the event's budget from his own funds. Subsequently, various representatives of Russian business abroad joined the financing of the Congress. However, none of the investors have formal or informal "ownership packages" of the Congress as a political institution.
